The Belgium international, 27, has been a crucial part of Roma’s season but has a contract with the club until 2020.
But an offer of over £20million could be enough to bring the tough tackling midfielder to the Premier League.
The Blues could have competition from Manchester United for Nainggolan if Jose Mourinho takes over at Old Trafford.

Simeone seems especially focused on Atletico and is even ready to make a bid for Blues striker Diego Costa.
